North Korea's rocket launch has sparked calls for Japan to consider developing a pre-emptive strike capability, though any such plan could undermine regional stability and attract only lukewarm support from voters. Tokyo did deploy naval and land-based ballistic missile defences over fears that part or all of the rocket North Korea launched over Japan on could have fallen on its territory. But some argue Japan should go much further, despite limits imposed by its pacifist constitution. "We should hold a proper debate about attacking launch bases and about shelters in case something does happen," Kyodo news agency reported former finance minister Shoichi Nakagawa as saying. North Korea said the rocket launched a satellite, but the U.S. military said no satellite had gone into orbit. Many countries saw launch as a thinly disguised missile test.

जापान ने कहा है कि अगर उत्तर कोरिया अपने प्रस्तावित रॉकेट कार्यक्रम को नहीं रोकता है तो वह संयुक्त राष्ट्र सुरक्षा परिषद की इमरजेंसी बैठक बुलाएगा। संयुक्त राष्ट्र में जापान के दूत यूकियो ताकासू ने यह बात कही। बताया जाता है कि उत्तर कोरिया ने अपने रॉकेट में ईंधन भरना शूरू कर दिया है और उसे अगले हफ़्ते किसी वक्त छोड़ा जा सकता है। उत्तर कोरिया का कहना है कि वह इस रॉकेट से अंतरिक्ष में संचार उपग्रह भेजना चाहता है, जबकि पश्चिमी देशों का मानना है कि इसकी आड़ में वह लंबी दूरी की मिसाइल का परीक्षण करना चाहता है।

English Translation:

A US defence official said there were indications the North was fuelling its rocket, while experts said weather conditions favoured a launch. North Korea has said it will launch a satellite between April, but critics suspect it is a missile test. The North has threatened immediate retaliation over any intervention. Pyongyang has also warned that any attempts to impose UN sanctions would be seen as a hostile act. North Korea has told the International Civil Aviation Organisation that it will launch the rocket only during the five-day launch window. Observers say North Korea will very likely stick to this commitment, firing the rocket at the first sign of good weather conditions during the given times. Japan has said it will shoot down the rocket if it misfires and endangers Japanese territory.
