सम्मेलन के स्थान की घोषणा अभी नहीं की गई है। इसमें अफगानिस्तान के सभी पड़ोसी देशों को आमंत्रित किया गया है। व्हाइट हाउस के प्रवक्ता रॉबर्ट गिब्स ने कहा, ‘यदि ईरान इस सम्मेलन में भाग लेता है तो इससे अंतरराष्ट्रीय समुदाय के लिए अफगानिस्तान में मौजूद चुनौतियों को हल करने की दिशा में आम राय कायम करना आसान होगा।’ गिब्स ने इस सवाल पर कोई टिप्पणी नहीं की कि क्या अमेरिकी विदेश मंत्री हिलेरी क्लिंटन इस सम्मेलन में ईरानी नेताओं से मिलेंगी।

अमेरिका ने ईरान से उस महिला पत्रकार को रिहा करने का आग्रह किया है, जिसे उसने अधिकृत प्रेस पास के बिना काम करने के आरोप में गिरफ्तार किया था। ब्रुसेल्स (बेल्जियम) में संवाददाताओं से चर्चा के दौरान हिलेरी ने कहा, ‘हमें ईरानी-अमेरिकी मूल की 31 वर्षीय रोक्साना साबेरी की रिहाई के मामले में ईरान की प्रतिक्रिया का इंतजार है।’

The US and Europe are at the forefront of trying to resolve the global economic crisis and are making progress towards prosperity again, US Secretary of State Hillary Clinton has said.
The European countries are expected to play a leading role at the G-20 Summit in London on April 2.

Europe and the US "are at the forefront of trying to solve this problem and get our economy growing again, get people back to work, and have a sense that we're in this together and we're making progress towards prosperity again," Clinton told RTL-TVI, the top TV channel in French-speaking Belgium.

"The United States and Europe are working together. Of course there will be the big G-20 meeting in London in a few weeks. (British) Prime Minister Gordon Brown was meeting with President (Barack) Obama to talk about the agenda," she said, according to the transcript of the interview released here.

Clinton said the US and European Union are working in countering terrorism as well. "Terrorism, as you know, here in Europe is a threat everywhere and we have to work together. We have to share intelligence. We have to have our law enforcement cooperate together," she said.

"We have to have a different method so that the people who are in the families or the communities of the terrorists will not support them, will try to prevent them from taking this violent action that costs innocent lives. We are very committed to working with Europe against terrorism."

अमरीका के सर्वोच्च सैन्य कमांडर ने चेतावनी देते हुए कहा है कि ईरान के पास कम से कम एक परमाणु बम तैयार करने के लिए पर्याप्त यूरेनियम उपलब्ध है।

तीनो सेनाओं के ज्वाइंट चीफ़ ऑफ़ स्टाफ़ एडम मुलेन का कहना था, "ईरान के पास परमाणु हथियार होने का मतलब है उस क्षेत्र और पूरी दुनिया के लिए बुरे परिणाम होना। ये मेरा मानना रहा है।"

इसके लिए यूरेनियम होने के मामले पर उनका कहना था, "हाँ हम जानते हैं कि उनके पास ये है।"

अंतरराष्ट्रीय परमाणु ऊर्जा एजेंसी यानी आईएईए ने दो हफ़्ते पहले अपनी रिपोर्ट में कहा था कि ईरान ने भारी मात्रा में परमाणु पदार्थ जमा कर रखा है।

इससे पश्चिमी देशों में इस बात को लेकर चिंता बढ़ गई कि ईरान ने जितना यूरेनियम संवर्धन किया है, उसके एक तिहाई हिस्से का ही उल्लेख किया है।

आईएईए के मुताबिक ईरान के पास 1010 किलोग्राम निम्न श्रेणी का यूरेनियम भंडार है।

वॉशिंगटन स्थित इंस्टीट्यूट ऑफ़ साइंस एंड इंटरनेशनल सेक्युरिटी के प्रमुख डेविड अल्ब्राइट के मुताबिक इतनी मात्रा से परमाणु हथियार बनाने की क्षमता हासिल करना मुमकिन है।

लेकिन अमरीकी रक्षा मंत्री रॉबर्ट गेट्स अपने बयानों में सतर्क दिखे। उनका कहना था, "मैं मानता हूँ कि इस बात के काफी प्रयास हुए कि ईरान को परमाणु हथियार कार्यक्रम से अलग किया जाए। वो इस तरह के किसी भंडार के आस-पास भी नहीं हैं। हथियार बनाने की उनकी स्थिति नहीं हैं।"

राष्ट्रपति बराक ओबामा का कहना रहा है कि वो ईरान के साथ कूटनीतिक स्तर पर संपर्क बनाकर ये सुनिश्चित करना चाहते हैं कि वो परमाणु हथियार न बना ले।

The top U.S. military official said Sunday that Iran has sufficient fissile material for a nuclear weapon, declaring it would be a "very, very bad outcome" should Tehran move forward with a bomb.

Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, offered the assessment when questioned in a broadcast interview about a recent report by the U.N. nuclear watchdog on the state of Iran's uranium enrichment program, which can create nuclear fuel and may be sufficiently advanced to produce the core of warheads.

Mullen was asked if Iran now had enough fissile material to make a bomb. He responded, "We think they do, quite frankly. And Iran having a nuclear weapon I've believed for a long time is a very, very bad outcome for the region and for the world."

State Department spokesman Robert A. Wood said Sunday that it was not possible say how much fissile material Iran has accumulated.

"There are differing view not only outside government but also inside the government" on how far Iran has gone, Wood said. He added that while he was not suggesting Mullen was incorrect, "We just don't know" exactly how much fissile material Iran now holds.

"We are concerned they are getting close" to having enough to build a nuclear weapon, he added. Wood spoke to reporters traveling with Secretary of State Hillary Rodham Clinton in Egypt.

The International Atomic Energy Agency said Iran has processed 2,222 pounds (1,010 kilograms) of low-enriched uranium. But the report left unclear whether Iran is now capable, even if it wanted, of further processing that material into a sufficient quantity of highly enriched uranium to arm one weapon.

राष्ट्रपति बनने के बाद बराक ओबामा ने कहा था कि अमरीका ईरान के साथ बेहतर संबंध चाहता है। महमूद अहमदीनेजाद का बयान इसी संदर्भ में आया है।

ईरान के खेरमेनशाह इलाक़े में भाषण देते हुए महमूद अहमदीनेजाद ने कहा, "अमरीका पिछले 60 सालों से ईरान के लोगों के ख़िलाफ़ खड़ा हुआ नज़र आता रहा है। जो लोग बदलाव की बात करते हैं उन्हें ईरानी लोगों से माफ़ी माँगनी चाहिए।"

बराक ओबामा ने एक अरब टीवी चैनल के साथ बातचीत में कहा था कि अगर ईरान अपनी बंद मुठ्ठी खोलने को तैयार हो तो अमरीका भी अपना हाथ आगे बढ़ाएगा। उन्होंने ईरान के प्रति अमरीका के नरम रवैये की संभावना पर भी चर्चा की थी।

महमूद अहमदीनेजाद ने अमरीकी रुख़ में बदलाव की संभावना का स्वागत किया है पर साथ ही कहा, "जब वो कहते हैं कि हम बदलाव लाना चाहते हैं तो बदलाव दो तरीकों से आ सकता है। या तो बुनियादी और प्रभावी तरीके के ज़रिए बदलाव आए और दूसरा तरीका ये है कि आप अपने तौर-तरीके बदलें. और अगर बदलाव से उनका मतलब दूसरे तरीके से है तो जल्द ही पता चल जाएगा।"

अगर आप बदलाव की बात करते हैं तो अमरीका को विश्व भर से अपने सैनिक हटाने होंगे। अमरीका को दूसरों के मामलों में दख़लअंदाज़ी करना बंद करना होगा। अगर कोई हमसे उसी भाषा में बात करेगा जिस भाषा में जॉर्ज बुश करते थे, भले ही वो अपने शब्द बदल लें लेकिन हमारी प्रतिक्रिया वही होगी जो पहले थी।

आठ दिन पहले बराक ओबामा के अमरीकी राष्ट्रपति बनने के बाद ईरान ने पहली बार प्रतिक्रिया दी है।

संवाददाता का कहना है कि ईरान के नेता अभी ये देखेंगे कि क्या ओबामा वाकई असल बदलाव की बात कर रहे हैं और क्या बदले में वो भी कुछ तब्दीली लाने को तैयार हैं।

अहमदीनेजाद ने इसराइल का समर्थन करने के लिए भी अमरीका की आलोचना की और बराक ओबामा से कहा है कि विश्व भर में अड्डे से अमरीकी सैनिकों को हटाया जाए।

उनका कहना था, "अगर आप बदलाव की बात करते हैं तो अमरीका को विश्व भर से अपने सैनिक हटाने होंगे. अमरीका को दूसरों के मामलों में दख़लअंदाज़ी करना बंद करना होगा। अगर कोई हमसे उसी भाषा में बात करेगा जिस भाषा में जॉर्ज बुश करते थे, भले ही वो अपने शब्द बदल लें, तो भी हमारी प्रतिक्रिया वही होगी जो पहले थी।"

ईरान के परमाणु कार्यक्रम को लेकर अमरीका और ईरान के बीच संबंध लगातार ख़राब होते रहे हैं। अमरीका और पश्चिमी देशों का आरोप है कि ईरान परमाणु हथियार बनाने की कोशिश कर रहा है जबकि ईरान का कहना है कि वो केवल परमाणु ऊर्जा के लिए अपना कार्यक्रम चला रहा है।

IRANIAN President Mahmoud Ahmadinejad has adopted a hardline stance in response to diplomatic overtures from the Obama Administration, insisting yesterday that the US president needed to show a "fundamental" change in policy if he wanted to improve relations with Iran.

Reacting to President Barack Obama's call for the Iranians to "unclench their fist", Mr Ahmadinejad called for the US to apologise to the Iranian people "and try to repair their past bad acts and the crimes they committed against Iran".

"We welcome change but on condition that change is fundamental and on the right track," Mr Ahmadinejad told a rally in western Iran. "When they say 'we want to make changes', change can happen in two ways. First is a fundamental and effective change. The second is a change of tactics."

He added: "If someone wants to talk with us in the language (President) Bush used even if he uses new words, our response will be the same that we gave to Bush during the past years."

The new administration has said Mr Obama will be breaking from his predecessor by pursuing direct talks with Tehran, while threatening to increase diplomatic pressure if it refuses to accept a UN Security Council demand to halt its disputed nuclear work.

In an interview on Monday, Mr Obama promised to lay a framework for his policy towards Iran. "If countries like Iran are willing to unclench their fist, they will find an extended hand from us," he said.

Also on Monday, Washington's UN Ambassador, Susan Rice, pledged "direct" support to Tehran if it halted the nuclear programme.

The five permanent members of the UN Security Council Britain, China, France, Russia and the United States have offered Tehran economic and energy incentives in exchange for halting its uranium enrichment programme. But Tehran is insisting that its nuclear programme is peaceful.

सऊदी अरब के दौरे पर राष्ट्रपति बुश

मध्य पूर्व देशों का दौरा कर रहे अमरीकी राष्ट्रपति जॉर्ज बुश के सऊदी अरब पहुंचने के कुछ ही घंटों में अमरीकी प्रशासन ने सऊदी अरब को बड़े पैमाने पर हथियार बेचने की रज़ामंदी दे दी है।

अमरीकी प्रशासन ने कहा है कि सऊदी अरब को हथियार बेचने की मंशा से कांग्रेस को अवगत कराया गया है।

अमरीका और खाड़ी देशों के बीच हथियारों की बिक्री का अरबों डॉलर का सौदा है जिसके तहत सऊदी अरब को आधुनिकतम हथियार बेचे जाने हैं।

इस सौदे के तहत अमरीका सऊदी अरब को सही निशाने पर बम गिराने की तकनीक भी देने वाला है जिसकी क़ीमत क़रीब 10 करोड़ 23 लाख डॉलर आंकी गई है।

अमरीका ने हथियारों की बिक्री को आगे बढ़ाने का फ़ैसला ऐसे समय मे लिया है जब राष्ट्रपति बुश ने सऊदी अरब से ईरान पर लगाम कसने में मदद मांगी है।

हालांकिे कूटनीतिक मामलों का कहना है कि अमरीका और सऊदी अरब के बीच इस बात को लेकर मतभेद हैं कि ईरान के साथ कैसे निपटा जाए।

जहां अमरीका ईरान के ख़िलाफ़ कड़ी कार्रवाई करने का पक्ष लेता रहा है वहीं सऊदी अरब का कहना है कि ईरान को साथ मिलाकर चलने की कोशिश करनी चाहिए और देखना चाहिए कि ईरान से कहां तक बात की जा सकती है।

बुश की सऊदी अरब यात्रा के दौरान दोनों देशों के नेताओं के बीच ऊरान के अलावा इस्राइल और फ़लस्तीनी शांति प्रक्रिया के बारे में भी बातचीत होने की उम्मीद है क्योंकि पिछले कुछ समय में बुश शांति प्रक्रिया शुरु कराने की कोशिश में है जिसके लिए उन्हें अरब देशों का समर्थन भी चाहिए।
