साधू यादव ने कांग्रेस से नाता जोड़ा - मार्च 18, 2009

बिहार में रेलमंत्री लालू प्रसाद यादव और रामविलास पासवान के समझौते के बाद खुद लालू यादव के घर में विद्रोह हो गया है। लालू यादव के साले साधु यादव ने आज कांग्रेस के पदाधिकारियों से मुलाकात की। हालांकि कांग्रेस ने अभी औपचारिक रूप से साधु यादव के कांग्रेस में शामिल होने की घोषणा नहीं की है लेकिन कांग्रेस नेता सुशील कुमार शिंदे ने पत्रकारों को कहा कि साधु यादव मिलने आये हैं। ऐसा समझा जा रहा है साधु यादव को कांग्रेस बेतिया से टिकट दे सकती है।

साधु यादव इस बार बेतिया से टिकट मांग रहे थे जबकि आरजेडी-एलजेपी समझौते में लालू यादव ने बेतिया की सीट राम विलास पासवान को दे दी है। प्रदेश में पासवान की पार्टी एलजेपी 12 और राजद 25 सीटों पर चुनाव लड़ेगी। जबकि कांग्रेस के लिए तीन सीटें छोड़ी गयी थीं। कांग्रेस इस फैसले से खफा हो गयी और तुरंत उसने नाराज साधु यादव को अपने खेमें में शामिल कर लिया।

साधु यादव ने दिल्ली में पत्रकारों से बात करते हुए कहा कि वे न सिर्फ बेतिया से चुनाव लड़ेंगे बल्कि अपने जीजा लालू यादव के खिलाफ अपने समर्थक कैप्टन जय नारायण प्रसाद निषाद को भी मैदान में उतारेंगे। जीजा से बगावत के मुद्दे पर पूछे गये सवाल पर साधु यादव ने कहा कि राजनीति में कोई रिश्तेदारी नहीं होती। साधु यादव की बगावत पर लालू ने सख्त रवैया अपनाते हुए पटना में कहा कि जो गया वह अब पूरी तरह से बाहर गया, उसके लिए अब पार्टी में कोई जगह नहीं है।

उधर कांग्रेस ने लालू पासवान समझौते में अपने लिए छोड़ी गयी ३ सीटों को नामंजूर कर दिया है. लालू पासवान ने कांग्रेस के लिए तीन सीटें छोड़ी हैं- सासाराम, औरंगाबाद और मधुबनी. ज्ञात हो कि वर्तमान समय में इन तीनों सीटों पर कांग्रेस के सांसद हैं। समझौते में कांग्रेस 12 सीटों की मांग कर रही थी।

The UPA coalition appears to be falling apart in Bihar with the Congress angry over the allocation of just three seats to it by RJD and LJP and saying it would contest in as many constituencies as possible in the state having 40 seats.

Shocked by the RJD-LJP move, senior party leader Sushil Kumar Shinde said the Congress expected an "honourable settlement" but appeared not enthusiastic in reaching out to Prasad and Paswan now.

The seat allocation caused a problem in Prasad's family itself with his controversial brother-in-law and MP Sadhu Yadav knocking at the doors of Congress for entry. Mr. Sadhu met Mr. Shinde along with senior RJD leader Ramai Ram and a former union minister Jay Narayan Nishad.

The AICC declared that the allocation of seats was not acceptable to it. The development in Bihar had come close on the heels of SP and Congress' failure to reach a seat-sharing agreement in the neighbouring state.

In the day of fast moving developments, Mr. Prasad and Mr. Paswan announced at a hurriedly called joint conference the seat sharing formulae for Bihar in which the Congress was given three seats, while the RJD got 25 and LJP 12. The Congress was completely unaware of the developments.

शत्रुघ्न सिन्हा को मिलेगी अपनी पसंद की सीट - जनवरी 28, 2009

बिहारी बाबू के नाम से मशहूर शत्रुघ्न सिन्हा के बगावती तेवर के आगे बीजेपी झुकती नजर आ रही है। शत्रुघ्न सिन्हा ने खुलकर ऐलान कर दिया कि वे बिहार की पटना साहिब सीट से ही चुनाव लड़ेंगे। शत्रु के इस बयान से बीजेपी में खलबली मच गई। लेकिन देर शाम पार्टी ने ये संकेत दिए कि बिहारी बाबू को उनकी मनपसंद सीट से टिकट दे दिया जाएगा।

बीजेपी में अरसे से खुद को उपेक्षित महसूस कर रहे बिहारी बाबू ने लोकसभा चुनाव के लिए अपनी पसंदीदा सीट पर दावेदारी ठोंक दी थी। वो सीट बिहार की पटना साहिब है जहां से पार्टी के एक दूसरे वरिष्ठ नेता रविशंकर प्रसाद भी चुनाव लड़ना चाहते थे। लेकिन बिहारी बाबू ने उनके लिए कोई चारा नहीं छोड़ा।

शत्रुघन सिन्हा ने साफ कह दिया था कि मेरी पहली च्वाइस पटना साहिब सीट है, दूसरी च्वाइस पटना साहिब और आखिरी ज्वाइस भी पटना साहिब है। अगर मुझे वहां से टिकट न मिला तो मैं राजनीति से संन्यास ले लूंगा।

हालांकि ये बयान देने के साथ ही शत्रुघ्न को यह भी समझ में आ गया कि वो कुछ ज्यादा ही बोल गए। इसलिए कुछ ही देर बाद उन्होंने संन्यास की बात से मुकरते हुए माहौल को हल्का बनाने की कोशिश की। इस बयान पर बीजेपी में कोहराम मच चुका था। शत्रुघ्न सिन्हा के तेवर से नाराज पार्टी ने साफ कर दिया कि वो किसी दबाव में आने को कतई तैयार नहीं है। हालांकि बीजेपी में एक खेमा ऐसा भी है जो ये मानता है कि बिहारी बाबू जो कुछ भी मांग रहे हैं, वो उनका जायज हक है।

सुषमा सौराज्य ने कहा कि जब उन्हें राज्य सभा की सीट नहीं मिली थी तो उस समय कहा गया था कि आपको आपकी च्वाइस की सीट दी जाएगी। ये वादा पार्टी ने किया था और पार्टी उनकी मांग पर गौर कर रही है।

Relenting to the demands of film star-turned-politician and former Union Minister Shatrughan Sinha, the Bhartiya Janata Party (BJP) on Tuesday offered him the Lok Sabha seat from Patna Saheb saying Sinha was a known brand in the state capital and his candidacy was certain to energize the base, sources in BJP said.

The news came out just days after Samajwadi Party general secretary Amar Singh expressed his interest in luring Sinha to his party promising him to get a ticket from any constituency of his choice.

Earlier, Sinha had hinted on retiring from active politics if he was denied the Lok Sabha ticket from Patna Saheb.

"I am known to the people of Patna and my love for my birth place is not a secret from anyone. If I don't get the Patna Saheb seat, I would seriously considering retiring from politics," the star of a number of successful Hindi movies had said.

"Shatrughan Sinha is a loyal party soldier and if he wished to contest Lok Sabha elections from Patna Saheb, there is no reason why we could not satisfy his need," BJP president Rajnath Singh said on Tuesday.

निर्वाचन आयुक्त ज़े क़े दत्ता की नियुक्ति अवैध - जनवरी 16, 2009

पटना उच्च न्यायालय ने गुरुवार को अपने एक फैसले में राज्य के निर्वाचन आयुक्त ज़े क़े दत्ता की नियुक्ति को अवैध ठहराया है। कार्यवाहक मुख्य न्यायाधीश चंद्रमौलि कुमार प्रसाद तथा रवि रंजन प्रसाद की दो सदस्यीय पीठ ने अपने फैसले में दत्ता की नियुक्ति को गलत ठहराते हुए उनकी नियुक्ति प्रक्रिया पर सवाल उठाए।

ज्ञात हो कि दो सदस्यीय पीठ ने इस मामले की अंतिम सुनवाई 22 दिसंबर 2008 को की थी तथा अपना फैसला सुरक्षित रख लिया था।

उल्लेखनीय है कि राज्य निर्वाचन आयुक्त दत्ता की नियुक्ति राज्य सरकार द्वारा 6 जून 2006 को की गई थी। दत्ता की नियुक्ति की प्रक्रिया को गलत बताते हुए समाजिक संस्था ‘सर्वर ऑफ सोसाइटी’ के सचिव सुनील कुमार तिवारी ने पिछले दिनों पटना उच्च न्यायालय में एक जनहित याचिका दायर की थी।

सुनील कुमार तिवारी के अधिवक्ता आशुतोष रंजन ने बताया कि दत्ता की नियुक्ति राज्य सरकार ने सीधे कर दी थी जबकि उनकी नियुक्ति राज्यपाल द्वारा की जानी चाहिए थी। उन्होंने कहा कि इस नियुक्ति प्रक्रिया में बिहार राज्य पंचायती राज एक्ट की धारा 123 का उल्लंघन किया गया था।

In a strong rebuff to the ruling Nitish Kumar government, the Patna High Court today declared the appointment of the State Election Commissioner, Mr JK Dutta, as “illegal” and restrained him from further performing his duties.
A Division Bench comprising acting Chief Justice Mr Chandramauli Kumar Prasad and Mr Justice Ravi Ranjan Prasad pronounced the judgment on a public interest litigation seeking to remove Mr Dutta from the post of SEC on the ground that his appointment was not in accordance with the law. The PIL was filed by a local citizen Mr Sunil Kumar Tiwari, secretary of “Servers of Society”, an NGO.

“The appointment of the SEC is the prerogative of the Governor but the state government interfered in his jurisdiction. It was a total violation of law”, the petitioner's counsel Mr Ashutosh Ranjan Pandey told journalists today. The counsel said Mr Dutta was appointed by the order of the chief minister but his appointment was made in the name of the Governor which was totally an illegal act.

The irregularity in the appointment of the State Election Commissioner came to light after Mr Tiwari sought information under the Right to Information Act.The complainant in his PIL had contended that only the Governor was competent to appoint the SEC, but in Mr Dutta's case, the appointment was made neither by the Governor of Bihar nor on advice given by the council of ministers to the Governor.

On 2 October last year, the court had asked the state government and the State Election Commissioner to file their respective written replies and on 22 December the court had reserved its order after hearing both sides.
