डी डी ए घोटाले में एक और आरोपी गिरफ्तार - जनवरी 21, 2009

दिल्ली विकास प्राधिकरण (डीडीए) के फ्लैटों के आवंटन में कथित अनियमितताओं के मामले में राजधानी के द्वारका इलाके से मंगलवार को दिनेश द्राल नाम के एक व्यक्ति को गिरफ्तार किया गया।

एक पुलिस अधिकारी ने बताया, “हमने फर्जी नाम से बैंक खाता खोलने और फर्जी कागजातों के आरोप में दिनेश को गिरफ्तार किया है। उसने अपने इस खाते से 450,000 रुपये के दो चेक इस मामले के आरोपी दीपक कुमार दिए थे।”

डीडीए के फ्लैट आवंटन में कथित अनियमितताओं के मामले में इससे पहले चार लोगों की गिरफ्तारी हो चुकी है। सबसे पहले राजस्थान के झुंझुनू से लक्ष्मीनारायण मीणा और दिल्ली के दीपक कुमार की गिरफ्तारी हुई थी।

आरोप है कि दीपक कुमार ने सभी आरोपियों के साथ मिलकर इस घोटाले की साजिश रची। इस मामले में डीडीए के सेवानिवृत्त कर्मचारी एम. एल. गौतम और राजू राम नाम के एक प्रापर्टी डीलर को भी गिरफ्तार किया जा चुका है।

पुलिस के मुताबिक गौतम ने अनुसूचित जाति और अनुसूचित जनजाति श्रेणी में फ्लैटों के आवंटन के लिए 1,200 से अधिक आवेदन किए थे। उसे 40 फ्लैटों का आवंटन भी हुआ था।

Dinesh, who was sent to three-day police custody, had opened a bank account with Punjab and Sind Bank of Paschim Vihar branch here at the instance of Kumar with forged identity cards and other documents.

"Dinesh had got the checks of Rs 4.5 lakh prepared which were delivered to another Raju Ram on the direction of Kumar," a senior police official said.

Meanwhile, Kumar was arrested in a fresh case for allegedly procuring two PAN cards in two separate names. Deepak Kumar was sent to one day police custody.

With fresh arrest of accused Dinesh, the total number of persons arrested including a former DDA employee M L Gautam, who have been booked up in the scam, has gone upto five.

Several teams have been sent to Aligarh and Bulandshahr and raids were conducted in places including the ancestral homes of Gautam, the main accused in the case.

"We have seized all the 38 sale deeds of successful allottees. But we are unable to trace any other 1,200 applications submitted with the DDA," an official said.

घोटाले में डीडीए की भूमिका - जनवरी 14, 2009

दिल्ली पुलिस ने मंगलवार को पहली बार आधिकारिक तौर पर माना कि डीडीए हाउसिंग महाघोटाले में डीडीए की भूमिका भी संदेह के घेरे में है और वो उसकी भूमिका की जांच कर रही है। दूसरी तरफ जांच में जुटी पुलिस को इस पूरे घोटाले में हरियाणा की एक बड़ी पार्टी के दो नेताओं की भूमिका के बारे में भी पता चला है।

डीडीए महाघोटाले में गिरफ्तार दीपक को हिरासत में लेकर दिल्ली पुलिस उससे लगातार इस मामले की तहें उधेड़ने में लगी है। पूछताछ के आधार पर दिल्ली पुलिस की आर्थिक अपराध शाखा ने सोमवार आधी रात के बाद दीपक को लेकर उसके घर औऱ दफ्तर पर छापा मारा। पुलिस ने दीपक के ड्राइवर के घर भी शालीमार गांव जाकर दबिश दी। दोनों जगहों से पुलिस ने भारी संख्या में डीडीए के खाली फॉर्म बरामद किये।

जांच के दौरान पुलिस के शक के दायरे में डीडीए के कुछ अधिकारी भी आ गए हैं। मंगलवार को पहली बार पुलिस ने आधिकारिक तौर पर इसकी पुष्टि की। एडिशनल सीपी, ईओडब्ल्यू एस बी के सिंह ने कहा कि हम तहकीकात कर रहे हैं। डीडीए भी तहकीकात से बाहर नहीं है। लेकिन अभी सबूतों को इकट्ठा किया जा रहा है। सूत्रों के मुताबिक जांच में पुलिस को पता चला है कि इस पूरी घपलेबाजी में डीडीए के कुछ अधिकारियों ने प्रॉपर्टी डीलरों के साथ मिलकर फर्जीवाड़ा किया है।

यही वजह है कि पुलिस ने ड्रॉ से जुड़े सभी कम्प्यूटर के हार्ड डिस्क जब्त किये हैं और उन्हें मंगलवार आधी रात के बाद जांच के लिए हैदराबाद भेजा जा रहा है। यही नहीं इस मामले में गिरफ्तार दीपक और लक्ष्मी नारायण से पूछताछ के दौरान पुलिस को इस महाघोटाले में हरियाणा की एक बड़ी पार्टी के दो कद्दावर नेताओं का हाथ होने के बारे में भी पता चला है।

इस बीच पुलिस ने हरी सिंह की संदेहास्पद मौत के बाद राजस्थान के झुंझुनू जिले में उस जगह कैम्प लगा दिया है जहां के लोगों को डीडीए का फ्लैट ड्रॉ में निकला है। पुलिस को आशंका है कि कहीं उन लोगों के साथ भी कोई ऐसा हादसा न हो जाए। सूत्रों के मुताबिक हरी सिंह की मौत के बाद दिल्ली पुलिस ने राजस्थान पुलिस से अपील की है कि वो उन लोगों की सुरक्षा पर ध्यान दे जिनके नाम डीडीए का फ्लैट निकला है।

There are questions being raised on the arrest of Deepak Kumar, a financer who blew the lid off the multi-crore DDA housing scam. While the Delhi Police is firm on its belief that Deepak is the real culprit, others are sceptical and say that he is being made the scapegoat.

"Deepak was involved in the scheme in the initial stage and was also involved in the execution of the plan," said S B K Singh, Joint Commissioner of Police, Delhi Police.Ironically, it was Deepak who had approached the DDA and the Delhi Police as early as October last year and alleged that there were irregularities in the applications under the scheduled tribes category.

The police have, in turn, charged Deepak and some property agents of obtaining fake PAN cards and forging hundreds of application forms and applying for flats reserved for the Scheduled tribes under the DDA scheme.While Deepak admits that he did initially work with the property agents to help get the applications, he said he did not know that it was a scam.

"There are several crocodiles in the water who have been doing this in the last draw and the draw before that," Deepak said. When spoke to Deepak on Friday, he was clear in his mind that he was doing the right thing and that he would not land up in jail.
But Udit Raj, the Chairman of All India Confederation, who Deepak had first complained to, said Deepak's arrest will set a bad example.

"No insider would ever gather courage to speak out. He was an insider. Had he not been an insider, all this would not have happened," he said. Even as the police try and piece together the puzzle, their investigations so far are already being doubted.
