झारखंड के मुख्यमंत्री शिबू सोरेन ने सोमवार को राज्‍यपाल सैयद सिब्‍ते रिजवी को अपना इस्‍तीफा सौंप दिया। राज्‍यपाल ने इस्‍तीफा स्‍वीकार कर उन्‍हें तब तक कार्यवाहक मुख्‍यमंत्री बने रहने के लिए कहा है, जब तक कि नए मुख्‍यमंत्री का चयन नहीं कर लिया जाता। उन्होंने अपने उत्तराधिकारी के तौर पर पार्टी विधायक चंपई सोरेन का नाम यूपीए नेतृत्व को फैक्स किया है। एक पंक्ति के फैक्स संदेश में कहा गया है कि चंपई सोरेन को शनिवार रात पार्टी (झारखंड मुक्ति मोर्चा) का अध्यक्ष चुना गया और वह मेरी जगह लेने के लिए पार्टी की पसंद हैं।

चंपई को सोरेन का उत्तराधिकारी नामित किए जाने के बारे में राष्‍ट्रीय जनता दल सुप्रीमो लालू प्रसाद यादव ने कहा कि इस संबंध में यूपीए अंतिम निर्णय लेगी। हालांकि उन्होंने यह भी कहा कि उनकी पार्टी राज्य में राष्ट्रपति शासन के पक्ष में नहीं है। गौरतलनब है कि तमाड़ विधानसभा सीट के लिए हुए उपचुनाव में शिकस्‍त पाने के बाद सोरने पर इस्तीफे का दबाव बढ़ता जा रहा था।

पार्टी सूत्रों ने कहा कि तमाड़ विधानसभा उपचुनाव हारने वाले सोरेन अपना त्यागपत्र देने से पहले दिल्ली से संदेश की प्रतीक्षा कर रहे थे। 53 वर्षीय चंपई सोरेन सरेइकेला विधानसभा क्षेत्र का प्रतिनिधित्व करते हैं और पिछले साल अगस्त में शिबू सोरेन के मुख्यमंत्री पद संभालने से पहले तक जेएमएम के नेता थे। इस बीच यूपीए विधायकों की विभिन्न स्थानों पर बैठकें हो रही हैं और इसके नेता राज्य की राजनीतिक स्थिति एवं पार्टी के नेता पर चर्चा कर रहे हैं।

Jharkhand Chief Minister Shibu Soren resigned on Monday following an ultimatum set by his allies in the United Progressive Alliance (UPA) in the wake of his defeat in a by-election he needed to win. He wants fresh polls if his nominee is not made the next Chief Minister.Soren handed over his resignation to Governor Syed Sibte Razi. He was accompanied by his cabinet members.

He immediately told reporters outside the governor's house that he would prefer fresh polls in the state if his nominee from his party, the Jharkhand Mukti Morcha, was not appointed Chief Minister in his place. Shibu Soren had on Sunday said he wanted Champai Soren of his party to be the next Chief Minister.A few minutes earlier, Deputy Chief Minister and independent legislator Stephen Marandi had also resigned to protest the chief minister's delay in quitting the post.

Soren, who became chief minister in August 2008, needed to be elected to the state assembly by February 27 under the constitutional requirement but he lost the Tamar by-election last week.

सोरेन ने मुख्यमंत्री पद की शपथ ली - अगस्त 28, 2008

झारखंड मुक्ति मोर्चा के अध्यक्ष शिबू सोरेन ने बुधवार को झारखण्ड के छठे मुख्यमंत्री के रूप में शपथ ली ।

उन्हें पद और गोपनीयता की शपथ झारखंड के राज्यपाल सैयद सिब्ते रज़ी ने ऐतिहासिक मोरहाबादी मैदान में दिलवाई. सोरेन के अलावा 11 अन्य विधायकों ने भी पद और गोपनीयता की शपथ ली।

शपथ लेने वालों में पूर्व उपमुख्य मंत्री स्टीफ़न मरांडी के अलावा सभी निर्दलीय विधायक शामिल हैं। राष्ट्रवादी कांग्रेस पार्टी के कमलेश सिंह, फॉरवर्ड ब्लॉक की अपर्णा सेनगुप्ता और भानु प्रताप साही ने भी मंत्री के रूप में शपथ ली।

अब शिबू सोरेन को पहली सितंबर तक विधानसभा में विश्वास मत हासिल करना है। शपथ ग्रहण समारोह के बाद सोरेन ने कैबिनेट की बैठक बुलाई

झारखंड ने पिछले तीन सालों में चार मुख्यमंत्री देखे हैं। ऐसा इसलिए हुआ क्योंकि पिछले विधानसभा चुनाव में किसी भी दल या गठबंधन को पूर्ण बहुमत नहीं मिल पाया था । इसी वजह से झारखंड में सत्ता की बागडोर निर्दलीय विधायकों के हाथों में चली आई।

2005 के विधानसभा चुनाव के बाद राज्यपाल ने सबसे पहले शिबू सोरेन को सरकार बनाने के लिए आमंत्रित किया। मगर निर्दलीय विधायकों ने सोरेन का समर्थन नहीं किया था और वो सदन में अपना बहुमत सिद्ध नहीं कर पाए थे।

उसके बाद अर्जुन मुंडा के नेतृत्व में एनडीए की सरकार निर्दलीय विधायकों के समर्थन से बनी मगर कुछ ही दिनों में निर्दलीय विधायकों ने अर्जुन मुंडा से अपना समर्थन वापस ले लिया।

निर्दलीय विधायक मधु कोडा के नेतृत्व में संयुक्त प्रगतिशील गठबंधन की सरकार का गठन हुआ जिसे राष्ट्रीय जनता दल और कांग्रेस ने बाहर से समर्थन दिया था।

संसद में मनमोहन सिंह की सरकार को बचाने के एवज़ में शिबू सोरेन को झारखंड के मुख्यमंत्री की कुर्सी यूपीए की तरफ़ से तोहफे के रूप में मिली और झारखंड मुक्ति मोर्चा ने 23 महीने पुरानी कोड़ा सरकार से समर्थन वापस लेते हुए ख़ुद सरकार बनाने का दावा पेश कर कर दिया।

काफ़ी उलटफेर के बाद शिबू सोरेन को मुख्यमंत्री बनाने की सहमति बनी और निर्दलीय विधायकों ने आखिरकार उन्हें समर्थन दे दिया।

मधु कोडा शिबू सोरेन के मंत्रिमंडल से बाहर हैं। उन्हें झारखंड में संयुक्त प्रगतिशील गठबंधन (यूपीए) की स्टीयरिंग कमिटी का अध्यक्ष बनाया गया है। इस कुर्सी पर पहले शिबू सोरेन हुआ करते थे ।

अब शिबू सोरेन के सामने सबसे बड़ी चुनौती है कि वो किस तरह अपने कुनबे को एकजुट रखते हैं।

फ़िलहाल उन्हें 42 विधायकों का समर्थन हासिल है जो सदन में बहुमत के लिए 41 के जादुई आंकडे से एक ज्यादा है।

हालाँकि शिबू सोरेन का दावा है कि उन्हें और भी विधायकों का समर्थन हासिल है जिसे वो सदन में साबित करेंगे, सरकार का सारा दारोमदार निर्दलीय विधायकों के हाथों में ही है।

Ranchi, Aug 27: Stating that education and employment oppurtunities could help check the problem of extremism, which is not only a law and order or social problem, new Jharkhand Chief Minister Shibu Soren said today.

Soren's priorities and proposals contained in a prepared six-page handout was read out by cabinet secretary P K Jajoria to newsmen as he did not address the customary press conference after his swearing-in.

Soren in his handout said the government would initiate steps to mitigate Naxalism and asked district officials to provide good and effective governance.

He said, strengthening the public distribution system would be his top prioirity. ''I know PDS shoppers have been retaining BPL cards from the poor and selling rice, wheat and kerosene in the black market. I will make surprise checks and those ration shoppers found guilty would be sent to jail.''

Reffering to the labour force in the tribal state, Soren said he was aware that most of them were being deprived of their full wages given under NREGA and asked officials responsible for implementing the central programme to put an end to the irregularities 'within 15 days or face arrest'.

Asking government officials not to delay welfare projects meant for the common people, he said Jharkhand had been lagging behind in the implementation of Prime Minister's Gram Sadak Yojana (PMGSY).

''I would like to warn the engineers and officials to pull up their socks and put Jharkhand in front in the implementation of PMGSY,'' he added.

Welcoming investments in the energy sector, Soren said his government would be glad to encourage investors interested in the state.

He asked the officials to devise alternative employment for 'Haria' (rice bear) sellers to discourage them from selling the local brew.

They should be given alternative sustenance like poultry business, he said.

He also asked the officials to work on providing adequate drinking water, electricity, early holding of panchayat elections and health facilities.

He also stressed strict implementation of forest law in the state.
