सरकार आम चुनाव के ऐलान से पहले डीजल सस्ता कर मतदाताओं को एक और तोहफा दे सकती है। कच्चे तेल की कीमते फिलहाल चार साल के न्यूनतम स्तर करीब 40 डालर प्रति बैरल पर हैं। इसके मद्देनजर सरकार डीजल के दामों मे और 2 रुपये प्रति लीटर की कटौती पर विचार कर सकती है। दिसंबर, 08 और जनवरी, 09 मे दो किस्तों मे डीजल के दामों मे 4 रुपये प्रति लीटर की कटौती की जा चुकी है, वही पेट्रोल के दाम 10 रुपये घटाए जा चुके हैं।

सरकार ने एक दिन पहले उत्पाद शुल्क और सर्विस टैक्स [सेवा कर] मे दो-दो फीसदी की कटौती कर उद्योगों और उपभोक्ताओं को राहत प्रदान की है। डीजल सस्ता होने से माल परिवहन खर्च घटाने तथा महंगाई को और नीचे लाने मे मदद मिलेगी। पेट्रोल-डीजल दामों मे दो बार की कटौती के चलते महंगाई दर पहले ही 4 फीसदी से नीचे आ चुकी है।

पेट्रोलियम मंत्री मुरली देवड़ा ने बताया कि ईंधन कीमतों मे कमी का अभी कोई प्रस्ताव नही है। वही एक अधिकारी के मुताबिक तेल मंत्रालय इस मुद्दे पर कैबिनेट मे जल्दी से जल्दी विचार करने का दबाव बना रहा है। केवल डीजल के दामों मे कमी की गुंजाइश है। लागत- लाभ गणना के अनुसार डीजल की कीमत मे दो रुपये प्रति लीटर की और कटौती की जा सकती है। इस अधिकारी के मुताबिक कटौती पर विचार के लिए कैबिनेट की बैठक एक दो दिन मे हो सकती है। सरकारी तेल कंपनियां-इंडियन आयल कारपोरेशन, भारत पेट्रोलियम तथा हिंदुस्तान पेट्रोलियम फिलहाल पेट्रोल को न लाभ न हानि की स्थिति मे बेच रही हैं।

वहीं डीजल की बिक्री से उन्हे 3 रुपये 26 पैसे प्रति लीटर का मुनाफा हो रहा है। तीनों कंपनियों को डीजल की बिक्री से फिलहाल रोजाना 36 करोड़ रुपये का मुनाफा हो रहा है। यह किरासिन और रसोई गैस सिलेडर की बिक्री पर हो रहे नुकसान की भरपाई के लिए पर्याप्त है। कंपनियों को किरासिन पर 24 करोड़ रुपये और घरेलू एलपीजी सिलेडर पर 9 करोड़ रुपये का दैनिक घाटा हो रहा है।

In probably the last pre-poll bonanza, the government may cut diesel price by Rs 2 a litre in a "day-or-two" but there would be no reduction in petrol prices.Government wants to announce the price reduction, on top of the Rs 4 a litre cut in two installments since December, before General Elections are announced, an official said.

"The Cabinet may meet in a day-or-two to decide on the reduction," he said. "Most likely, the Cabinet may meet tomorrow." A reduction in diesel price would pull down inflation and make goods transportation, especially fruits and vegetables, cheaper.

However, there would no reduction in petrol rates, which in two installments had already been slashed by Rs 10 a litre.State-owned fuel retailers Indian Oil Corp, Bharat Petroleum and Hindustan Petroleum are selling petrol at almost break-even point while they make Rs 3.26 a litre profit on diesel sales.

"There is a scope for reduction in diesel rates only," the official said. On petrol, the margins are just Rs 0.08 per litre.The three firms are currently making Rs 36 crore per day profit on diesel sales, enough to negate the Rs 24 crore per day loss on kerosene and Rs 9 crore on domestic LPG.Kerosene is being sold at a loss of Rs 11.70 per litre and LPG at Rs 77.51 per 14.2-kg cylinder.

पेट्रोल,गैस,डीज़ल होंगे सस्ते - जनवरी 29, 2009

आखिरकार केंद्र सरकार ने पेट्रोल, डीजल और रसोई गैस (एलपीजी) के दाम सस्ते करने का फैसला कर ही लिया। आपके घर पर जब रसोई गैस का अगला सिलिंडर आयेगा तो आपको 25 रुपये कम देने होंगे। जब आप अगली बार पेट्रोल पंप जायेंगे तो वहाँ भी आपकी जेब कुछ कम हल्की होगी – पेट्रोल के लिए 5 रुपये और डीजल के लिए 2 रुपये प्रति लीटर के हिसाब से।

यह खबर आज हर अखबार में छपी है। लेकिन क्या आपने इस बात पर गौर किया कि यह फैसला किस बैठक में लिया गया। नाम पढ़ कर आप एक बार मुस्कुरायेंगे जरूर – कैबिनेट कमेटी ऑन पॉलिटिकल अफेयर्स यानी राजनीतिक मामलों की कैबिनेट समिति! अभी दो दिन पहले ही खुद सोनिया गाँधी ने एक बयान देकर पेट्रोल-डीजल की कीमतें घटने का संकेत दिया था। यानी जब सरकार ने अपना मन लगभग बना लिया कि कीमतों में कटौती कितनी करनी है, तो पहले एक राजनीतिक बयान दिया गया और उसके बाद सरकार के उस हिस्से ने औपचारिक निर्णय लिया जिसे राजनीतिक मामले देखने होते हैं। कुल मिलाकर एक अच्छा फैसला ढेर सारे अनसुलझे सवालों के साथ आया।

कीमतों में इस कटौती का राजनीतिक गुणा-भाग जो भी हो, और भले ही यह दिखता हो कि कच्चे तेल के अर्थशास्त्र के बदले आने वाले चुनावों से इसका ज्यादा लेना-देना है, लेकिन फिर भी यह कदम अर्थव्यवस्था को राहत देगा। मगर जो सवाल अनसुलझे हैं, उनका संबंध देश में पूरे तेल-गैस क्षेत्र के ताने-बाने से है। यह अच्छा ही रहा कि सरकार ने फिलहाल पेट्रोल-डीजल की कीमतों को सरकारी नियंत्रण से बाहर करने का नाटक नहीं किया। इस समय ऐसा कोई फैसला नाटक से ज्यादा कुछ नहीं होता, क्योंकि माना यही जाता कि जब सरकार को सुविधा होती है तो तेल कंपनियों को आजादी दे दी जाती है और जब स्थिति नाजुक होती है तो यह आजादी छीन ली जाती है। पहले भी ऐसा हो चुका है।

लेकिन देर-सबेर तेल कंपनियों को कीमतें तय करने के मामले में आजादी देना ही एक उचित विकल्प होगा। और अगर यह छूट केवल पेट्रोल-डीजल के मामले में दी जाती है, तो यह भी आधा-अधूरा इलाज होगा, जिससे अलग समस्याएँ पैदा होंगीं। कीमतें तय करने की आजादी, सब्सिडी के उलझे तार, बेहद ज्यादा करों का बोझ (क्योंकि यह केंद्र और राज्य सरकारों की आमदनी का काफी बड़ा स्रोत है) – जब तक इन सारे मुद्दों को एक साथ नहीं सुलझाया जाता, तब तक तेल-गैस क्षेत्र सरकारी थाली का बैंगन बना रहेगा। और जब तक यह स्थिति रहती है, तब तक इस क्षेत्र में निवेश जोखिम भरा ही होगा।

English Translation:

The much awaited decision of fuel rate cuts finally came Wednesday as the government announced cut in petrol, diesel and LPG prices.

petrol price has been cut by Rs 5 while diesel price are lower by Rs 2 pl and LPG by Rs 25 per cylinder.

"Under the present circumstances, it has been decided to reduce the prices of petrol... and diesel," Pranab Mukherjee, who is standing in as finance minister, told reporters after a cabinet meeting.

India's cuts followed those of Asian peer China, which in mid-January reduced prices to reflect changes in global crude rates and unveiled measures to promote fuel efficiency.

The Cabinet Committee on Political Affairs headed by External Affairs Minister Pranab Mukherjee decided to reduce petrol, diesel and LPG prices to pass on the benefit of softening international oil prices to consumers," Petroleum Minister Murli Deora told reporters here.

The reduction will be effective from midnight Wednesday.

Petroleum Secretary R S Pandey said that the government will made good all of the losses of state-run retailers after accounting for Rs 32,000 crore contribution from upstream firms, through issue of oil bonds.

Deora said no decision had been taken on deregulating fuel prices or changing the tax structure for the sector.

India trimmed diesel prices by 6 percent and gasoline rates by 10 percent in early December, the first reduction in two years, after crude oil plunged from its July peak above $147.
