उड़ीसा और कर्नाटक को केंद्र की चेतावनी -सितम्बर 19, 2008

नई दिल्ली [जागरण ब्यूरो]। आतंकवाद की बढ़ती घटनाओं के चलते सभी के निशाने पर आ रही केंद्र की संप्रग सरकार ने उड़ीसा और कर्नाटक की सरकारों को निशाना बनाया है। सरकार ने इन दोनों राज्यों को संविधान के अनुच्छेद 355 के तहत नोटिस भेजने का फैसला किया है। यानी केंद्र सरकार इन सरकारों को बर्खास्त किए जाने की चेतावनी देगी।

बेंगलूर से दिल्ली तक आतंकवादी हमलों के बाद इन दिनों संप्रग सरकार खुद अपनी पार्टी और घटकों के निशाने पर है। उस पर आतंकवाद से लड़ने के लिए कड़े कानून बनाने का दबाव लगातार बढ़ रहा है। विपक्षी दल भाजपा लगातार इसकी मांग कर ही रही है, सरकार के सहयोगी भी इस हक में हैं। इसके बावजूद सरकार ने देश को आतंकवाद के खिलाफ ठोस कानून का हथियार मुहैया कराने में दिलचस्पी नहीं दिखाई। लेकिन कर्नाटक और उड़ीसा में अल्पसंख्यकों पर हुए हमले के बाद सरकार ने कदम उठाने में जरा भी देर नहीं की। उसने उड़ीसा की भाजपा-बीजद सरकार और कर्नाटक की भाजपा सरकार को नोटिस भेज कर जल्द से जल्द हालात काबू में करने की चेतावनी दी। दोनों राज्य सरकारें राज्य में तत्काल शांति स्थापित नहीं करतीं और अल्पसंख्यकों पर हमले नहीं रोकती हैं, तो केंद्र राज्य में राष्ट्रपति शासन लगाने पर विचार कर सकता है।

उल्लेखनीय है कि उड़ीसा और कर्नाटक में पिछले दिनों अल्पसंख्यक ईसाइयों के खिलाफ हमले हुए हैं। उड़ीसा के कंधमाल में विहिप नेता की हत्या के बाद हिंसा भड़की। तभी से कई ईसाई संगठन राज्य सरकार को अनुच्छेद 355 के तहत चेतावनी जारी किए जाने की मांग कर रहे थे। कांग्रेस में मजबूत ईसाई लाबी भी केंद्र सरकार पर राज्य सरकार के खिलाफ कार्रवाई करने के लिए दबाव बनाने लगी। हाल में धर्मातरण के विरोध में कर्नाटक के चर्चो पर हुए हमलों के बाद यह दबाव और बढ़ गया। आस्कर फर्नाडीस और मार्गरेट अल्वा जैसे कांग्रेसी नेताओं ने सरकार पर खासा दबाव बना रखा था। इन नेताओं के दबाव और कांग्रेस आलाकमान के रुख को देखते हुए गृह मंत्रालय को न चाहते हुए भी उड़ीसा और कर्नाटक को अनुच्छेद 355 के तहत नोटिस भेजने पर राजी होना पड़ा।

NEW DELHI: The Centre is contemplating the invocation of Article 355 in Orissa and Karnataka in view of the recent spate of violence in the two states. A decision on this is likely to be taken at a review meeting in Delhi Friday morning.

Imposition of Article 355 will result in the two states being forced to be more vigilant about communal violence and the outbreak of incidents of the kind that have rocked Orissa and Karnataka in recent days .In the event of a recurrence of such incidents, the Centre could invoke Article 356 (President’s Rule).

The UPA government is also actively contemplating banning the Bajrang Dal, which had gone berserk in the two states but is bogged down by the possible fallout on poll prospects.

Information and broadcasting minister Priyaranjan Dasmunsi on Thursday hinted that the government would not spare either Islamic or Hindu fundamentalists. “We are watching their activities. The Cabinet deliberated in detail on the relentless violence unleashed by the Bajrang Dal in Orissa and Karnataka,” Dasmunsi said on the sidelines of a cabinet briefing.

Sources in the home ministry said they have made a watertight case for banning the Bajrang Dal under the Unlawful Activities (Prevention) Act and are only awaiting the final go-ahead.

The only thing stopping the government from taking the step, sources said, are the pros and cons it can have on the forthcoming elections in which the BJP can use the issue to whip up Hindutva chauvinism
