विदेश राज्यमंत्री ई. अहमद ने असम में हुई सांप्रदायिक हिंसा के संबंध में बृहस्पतिवार को अपनी रिपोर्ट प्रधानमंत्री को सौंप दी। वह स्थिति का जायजा लेने बुधवार को वहां गए थे। दूसरी ओर, असम सरकार ने जातीय हिंसा की न्यायिक जांच कराने के आदेश दिए हैं।
अहमद ने प्रधानमंत्री मनमोहन सिंह को बताया कि वहां मुस्लिम समुदाय और बोडो लोगों के बीच तुरंत विश्वास बहाल करने के लिए कदम उठाने की जरूरत है। अहमद असम के दो मंत्रियों डा. नजरुल इस्लाम तथा रिहोन दोइमारी के साथ तीन राहत शिविरों में गए थे। इनमें से दो में बांग्ला भाषी लोग और एक में बोडो लोग थे। इसके बाद वह मुख्यमंत्री तरुण गोगोई से भी मिले थे और राहत कार्यो के बारे में बातचीत की थी। अहमद ने वहां पाया कि बांग्ला भाषी लोगों में दहशत है और उनके घर लौटने पर फिर हिंसा हो सकती है। उन्होंने इन लोगों को सरकार से पूरे समर्थन का आश्वासन दिया और कहा कि सामान्य स्थिति बहाल करने में वे सभी प्रशासन का सहयोग करे।
दूसरी ओर, असम सरकार ने दरांग और उदलगुड़ी जिलों में हुई जातीय हिंसा की न्यायिक जांच के आदेश दिए। हिंसा में पचास से ज्यादा लोगों की मौत हो गई थी। मुख्यमंत्री गोगोई ने हिंसा प्रभावित दोनों जिलों का दौरा किया और कहा कि कुछ पुलिस अधिकारियों के खिलाफ आरोप है कि वे हिंसा पर काबू पाने में नाकाम रहे। अगर वे दोषी पाए गए तो उनके खिलाफ कार्रवाई की जाएगी। कर्फ्यू के जारी रहने के बीच गोगोई ने कहा कि हिंसा की कोई नई खबर नहीं है और स्थिति नियंत्रण में है।
English Translation
The Centre has suggested to the Assam government that it provide a month’s free ration to every riot-hit family of Udalguri and Darrang districts on their return home from relief camps.
Union Minister of State for External Affairs E. Ahmed made this suggestion during a meeting with Assam Chief Minister Tarun Gogoi after a visit to the two districts on Wednesday and meeting relief camp inmates.
Till Thursday, 2.12 lakh Bodos and immigrant Muslim settlers have taken shelter in relief camps in the two violence-hit districts. The clashes, which started on October 3, have left 55 dead and over 100 injured. However, there has been no report of fresh clashes in the two districts during the last three days.
Mr. Gogoi on Thursday promised the camp inmates full assistance for their rehabilitation, including rebuilding houses destroyed during the clashes and compensation for the loss of livestock and other properties. Mr Gogoi, who visited the two districts, assured them utensils, mosquito nets and clothes.
The inmates told Mr Gogoi that they felt insecure and were afraid to return home unless adequate security measures were in place. They requested the Chief Minister to set up police pickets and outposts in their villages. A number of camp inmates told Mr. Gogoi that they wanted to go back to their villages for harvesting paddy but were afraid.
