बुधवार को प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में हुई केन्द्रीय मंत्रिमंडल की बैठक में यह फैसला लिया गया। केन्द्र से मेघालय के राज्यपाल आर.एस. मूसाहरी ने इस गड़बड़ी के बाद राष्ट्रपति शासन लागू करने की सिफारिश की थी।
गृह मंत्री पी. चिदंबरम ने बताया कि मेघालय विधानसभा में कल हुई घटनाओं पर संज्ञान लेने के बाद राज्यपाल ने खबर दी कि संवैधानिक तंत्र बिगड़ गया है। इसके बाद केंद्र ने राज्यपाल की सिफारिश को मानते हुए मंजूरी दे दी और उचित सिफारिश राष्ट्रपति को भेजी जा रही है।
English Translation:
Agreeing with the report of Meghalaya Governor R.S. Mooshahary on the breakdown of the Constitutional machinery in the State, the Union Cabinet on Wednesday decided to recommend the imposition of President’s rule in Meghalaya.
At a meeting presided over by Prime Minister Manmohan Singh, the Governor’s report, focussing on the controversial trust vote in the State Assembly, was considered in detail. The Cabinet agreed with the Governor’s observation that the State could head for instability in view of the fragile political situation.
The Cabinet decided to recommend that the Assembly be kept under suspended animation. “After taking note of what happened in the Meghalaya State Assembly on Tuesday, the Governor has reported that there is a breakdown of Constitutional machinery and recommended the imposition of President’s rule and keeping the Assembly in suspended animation,” Home Minister P. Chidambaram told reporters after the meeting.
He said the Governor’s report was accepted by the Cabinet and a suitable recommendation was being sent to President Pratibha Patil. Aided by Speaker Bindo M. Lanong, the UDP-led Meghalaya Progressive Alliance government scraped through the confidence vote.
The CPI deplored the imposition of President’s rule stating it was done at a time when the country is going to the polls.
